The United Kingdom and France to Deploy Military Personnel to the Country in the event that a Ceasefire Accord is Reached

The British and French governments have inked a memorandum of understanding concerning the stationing of military forces in the nation in the event a peace agreement be made with Russia, the Prime Minister of Britain, Keir Starmer, has declared.

After discussions with allied nations in Paris, he noted that the UK and France would "set up operational bases in various parts of Ukraine and build protected facilities for military hardware and military equipment" to deter any future incursion.

The partner countries also proposed that the US would play the primary role in verifying a ceasefire.

The Kremlin has repeatedly stated that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has not yet responded on this recent announcement.

Context and Ongoing War

Russian President Vladimir Putin began a major offensive of Ukraine in the start of last year, and Russian forces currently controls about 20% of Ukraine's sovereign soil.

"This represents an essential component of our vow to support Ukraine for the duration," commented Starmer.

Top officials and senior officials from the "Allied Coalition" took part in the Paris negotiations.

Addressing reporters at a combined announcement, the Prime Minister further said: "It paves the way for the legal framework under which British, French, and partner forces could work on Ukrainian soil, defending Ukraine's air and maritime domains, and restoring Ukraine's defense capabilities for the years ahead."

The British leader also stated that London would take part in any American-headed confirmation of a possible truce.

Protection Pledges and Negotiation Stances

Lead Washington representative Steve Witkoff said that "long-term safety pledges and strong reconstruction vows are critical to a enduring ceasefire" in Ukraine – mentioning a key requirement made by the Ukrainian government.

He said the allies had "substantially agreed on" their work on agreeing such assurances "so that the Ukrainian people know that when this war ends, it ends forever."

The former US envoy, former American President Donald Trump's advisor, also participated in the discussions.

Meanwhile, French President Emmanuel Macron said that Ukraine's supporters had made "considerable advances" at the meeting.

He said that "comprehensive" defense assurances for Ukraine had been agreed in the instance of a potential truce.

Ukraine's leader Volodymyr Zelensky stated that a "significant development" had been made in the talks, but qualified that he would only deem efforts to be "enough" if they culminated in the cessation of the war.

Earlier, he indicated a peace deal was "largely prepared". Settling the last 10% would "decide the fate of peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the center of ongoing disputes for the parties involved.
  • The Russian President has repeatedly warned that Ukraine's forces must retreat from all of Ukraine's eastern Donbas or Russia will occupy it, refusing any concession over how to end the war.
  • Kyiv has to date rejected ceding any land, but has suggested that Ukraine could pull back its troops to an designated point – but only if Russia does the same.

Moscow currently controls about 75% of the Donetsk region and some 99% of the bordering Luhansk region. The pair of oblasts form the area of Donbas.

The original US-led multi-point framework that was widely leaked to the media last year was perceived by Ukraine and its partners in Europe as being strongly biased in Russia's direction.

This sparked a period of focused discussions – with the involved parties trying to revise the document.

Last month, Kyiv sent the US an new 20-point plan – as well as additional documents detailing potential defense assurances and provisions for Ukraine's rebuilding, he stated.
