From Superpower to Rogue State: The Implications of the US Seizure of Venezuela's Maduro

Amid the widespread uncertainty surrounding the American military actions on Venezuela, the capture of President Nicolás Maduro, and Donald Trump's announcement that the US will “manage” the country and “seize control of the oil”, there is no doubt – this establishes a profoundly disturbing precedent.

Past Interference and a New Threshold Crossed

The United States possesses a dark record of interference, invasion and occupation in that part of the world, but the recent overnight operation marked its initial significant armed assault on South American land. “The preeminence of America in this region is now beyond dispute,” Mr Trump declared.

The decision to unilaterally attack another sovereign country and capture its head of state – just a short time after he openly looked for a diplomatic solution – possesses far-reaching consequences. This ought to concern everyone.

Profound Uncertainty for Venezuela

Venezuelans have endured a repressive, kleptocratic and incompetent regime under Mr Maduro, widely believed to have fraudulently won the most recent election. Mr Trump has indicated that the vice president, Delcy Rodríguez would follow US instructions, and brushed aside prominent critic and Nobel prize-winner María Corina Machado as a viable alternative.

However, Ms Rodríguez, now the temporary head of state, has so far adopted a posture of resistance – and other elements of the leadership-stricken government are considerably more radical.

From Global Policeman to International Outlaw

A man who was elected promising to abandon foreign wars now says he is “willing to put soldiers into combat”. Rebranding the Department of Defense as the Department of War was more than posturing. He no longer views the world’s superpower as a global policeman; he is transforming it into a lawless actor.

He believes that the US’s might enables it to do as it wishes with minimal cost: witness the attacks in Nigeria and against Iranian nuclear sites. He claims that Venezuelan oil means this most recent venture “will be financially free”.

An Illegal Assault on Sovereignty

George W. Bush launched the invasion of Iraq on a lie. But this action without legal basis came lacking any form of UN approval or the consent of the US Congress; the opposition party was kept in the dark and say they were actively misled in briefings. Mr Trump is not trying to twist international norms, but to destroy them.

Put aside the message this sends to Vladimir Putin, Xi Jinping and others, and question the future path of the United States. While the raid is said to have slain 40 Venezuelans, including civilians, there were no American fatalities. Mr Trump’s growing sense of invincibility will likely encourage more reckless actions.

The Stated Reason Versus the Real Aims

Few believe the pretext that this is related to the drug trade. Venezuela is only a small transit route for cocaine; Mr Trump recently exonerated the past Honduran leader Juan Orlando Hernández for narcotics and arms offenses. Mr Trump himself made it clear that he is propelled by the lure of oil as well as machismo, the ideology of some in his administration, and the desire for glory as his standing with the American public falters.

Tepid International Response and Waning Global Governance

The global reaction, especially in Europe, has – with a few principled deviations – been alarmingly quiet. That’s not due to Mr Maduro’s sins, but trepidation regarding Mr Trump’s wrath. The strong reaction from UN Secretary General António Guterres was commendable, but this episode highlights the UN's diminishing clout.

Mr Trump’s isolationist supporters at home could potentially force him to focus on domestic issues once more – but escalating insurance prices, financial discontent and other domestic scandals make foreign conflicts more appealing.

Barely 12 months into his time in office. The international community may come to rue the day if they stay silent now, with the question of which nation is next looming.
